    Zoning Ordinances govern “Use” of a property, so that wouldn’t be the case here. So long as Ros’ parents still lived in the house zoned Residential and she didn’t try to run a kid-killing business out of the house, she’d be fine.

    Building Codes, however, govern the look of a property. A head on a stake in the front yard would be ALMOST as bad as a junked car, and would definitely fall under a Code Violation.
