Two separate functions of “up” here. Mostly “up” as a verb complement signifies completion or arrival at a goal. Sometimes, it means the opposite of “down”, though, as in “throw up” and “look up” (in the sense of experience an improvement; “look up” in the sense of “consult/search for something in a list or other source” is the other kind of “up”).
