A ‘headcount freeze’ is bureaucratic-speak for failing to fill open positions. But in this case, it appears to mean some kind of brain freeze…

HR people are always friendly but you can’t ever forget who signs their paychecks. I’ve never had a good experience with HR types in a large corporation. Smaller companies hire humans for HR slots.
