I have learned from the animals that have had me (cats and dogs) that a sudden and material change in their environment can be very upsetting for them. Major did not have sufficient time to acclimate to his new surrounding or to his people’s new routines. Joe needed training together with the Bidens.

Personally, I don’t think the dogs should have been sent away.
If the dogs had a problem with someone, you should do another background check on that person, just in case.
Dogs tend to be very good judges of character.
