There IS a difference between corrupt and incompetent. Corrupt: Nixon, Harding, Jackson, and quite a few others. Incompetent: the top price definitely goes to George W Bush, hands down, the leader by 50,000 points on being stupid. Even Andrew Johnson comes out better, far better.
