There is no such thing as “citizenship papers”. There is no law requiring citizens to possess, much less carry, proof of their citizenship. When I was younger, the mere suggestion of ID cards for citizens was met by violent opposition from the “conservatives”, who claimed it would be an intolerable violation of their personal freedom.

I always considered bizarre that only “visitors” were required to have ID identifying them as such. (The same rule is also used by many companies.) It seems to me that a corollary of that rule is that a person with no ID must be assumed to be a citizen unless and until proven otherwise. In particular, it should be illegal to detain someone who doesn’t present ID if they would not have been detained as a citizen showing ID.
