Because petroleum is an international commodity. The USA imports as much oil as they export. If Europe will pay more for Texan oil, that’s who they will sell it to. If Russian oil is cheaper than Texan oil, that’s who refineries will buy from.
Speaking of eggs, those Ukrainian painted eggs are wonderful. The worlds petroleum exchange is an exceedingly complex market that I doubt anyone here fully understands. It’s why whenever President Trump referred to it he used terms like a ‘net’ oil exporting nation. Yet at the time we were exporting oil we were also importing it. This is true today although we’re a ‘net’ importing nation. This is a simplification but essentially we have hundreds of companies, refineries and individuals buying and selling on the world market and speculating on futures. As far as stopping the importation of oil from Russia, I think Biden will get there eventually. But, hoo boy, I have no clue as how to disentangle one nations oil products from the rest of the world. It’s not like there’s one central figure or the government doing all the trading in that regard.
That said many of our petroleum industry corporations have recently divested themselves from doing business with Russia. Also I’ve seen where certain shipping lines have said they will no longer transport Russian petroleum products and insurer’s have said they will no longer carry such ships or will raise the coverages to prohibitive levels.
