It was seen as a sign of gluttony to eat everything on one’s plate. It wasn’t until the shortages caused by the Depression and World War II that the mindset became “Use it up/wear it out/Make it do/or do without.”
That rule didn’t develop until the Depression and World War II when food insecurity became a thing due to unemployment, shortages, and rationing. Before then, “cleaning one’s plate” was seen as gluttony.

That’s what it’s always been, from the time it was founded. But it also was and is something of a college-like dormitory with strict rules of conduct. And it’s a lot harder to get a room there nowadays!
