I recall one of my early apartments was like that. I was fairly young and not very good at inspecting places before renting. There was a single outlet in the entire living room. They tried the “Downloading is theft” approach, which frankly went nowhere. Eventually they settled on the paid music services and free (with ads) distributers. It was a time of great disruption of business models. It was terrible, until it wasn’t. We adjust.
