Took me a moment to figure this strip out. At first, I thought the kid was saying Heathcliff claimed to be the inventor, and the sculpture was just an unrelated feat.
I had to look it up, and surprisingly the Polar Bear Jail is basically what you’d expect. Polar bears which pose a threat to humans are caught and held for up to a month, then released in a different area. At the moment, there’s 28 cells, with some for single bears and some for families.
They typically don’t get any food, which acts as a “punishment” deterring them from approaching cities in the future (polar bears are adapted to go long periods without eating). No idea about the bail situation, though.

They no longer allow visitors to the undercroft, as far as I know, but there’s some good photos of it here:
Domesticated cats are not a natural part of the ecosystem. They haven’t existed at their current numbers for even a century, and they’re already driving many native species to extinction.
I still remember the first time I saw this strip (and by extension, first saw Spike). Seeing it again now is a weird feeling.
This is why outdoor cats can be bad for the native ecosystem.
