All you have to do is win the primary, which you can easily do in Texas by getting money from the people you’ll sell favors to once in office. Texans only elect Republicans, so they have no real choice about the intelligence of people in office. Perry hasn’t had to debate since he won his first primary, which is why no one knew he was so dumb.
