    It is important to take the seriousness of the offense into consideration. Verbal harassment is one thing, policy harassment is another (and worse), unwanted physical contact is worse (but there are different levels of that), and sexual assault is another altogether. Then there is pedophilia – a level beyond all others. Do not treat them all the same.
