Armstrong says, "Technically, is Rudy really an employee? I mean, I pay him by the hour and not set wages." Armstrong says, "And he doesn't have health care of a parking spot. And if I were to cut his wages and let him work only for tips, I could save dough and limit my legal or financial liability for how he treats customers."
