She’s probably not allowed to bring him back to that store again. I’d wager the same is true for several other stores as well. Joan needs to sign up for parenting classes, and possibly take her kid in for a mental health screening.
Normally my girls were pretty well behaved, but one day they both had the Screaming Gimmies at the grocery store. I finally put the cold stuff back in the cases, and abandoned the cart (I do have some sense of responsibility!) and took them back home.
Years ago I was working at a fabric store when some out of control kid opened all the drawers of the pattern cabinets (they are really heavy) and the whole thing fell over.

When my kids were toddlers, we used a harness to keep them safe. Why don’t we see them now?

The brat was never in the cart to begin with. A seat belt would not have helped. She let the boy run free.
