^^ I certainly do remember. How Congress got itself into a situation in which the threat of a filibuster was the same as the filibuster itself, I cannot imagine. People repeatedly referred to the Jimmy Stewart film “Mr. Smith Goes To Washington” (watch it, if you can) as an example of what a filibuster really is.
