Another thing Target tries to do is scan your drivers license if you purchase alcohol. They want to ensure a person is over 21, then fine, but I did not let them scan my identity into their system, and left my purchase right there.

Federal Law requires them to do this.They just need to verify that I am of legal age to buy alcoholic beverages. That does not mean they can scan my PII into their computer without my consent.
NIIce that “debt” recognizes that the massive screwups by corporations that have had YEARS to settle things and get rid of all the bugs in their programs still have more costly errors than a brand new program, contracted to a private company as has become SOP for “government” since Reagan Republican committee mandates.
