Her school has a no hats rule. Our office had the same rule, but we embraced diversity, until one of our employees wanted to wear a hat. Then the showdown, corporate rules won, and she quit shortly thereafter.
But the groundhog did see his shadow, so the teacher is basing her question on an incorrect premise.
Yes, I know this strip was probably written weeks before the actual Groundhog Day, so no one knew whether that dumb rodent would see his shadow, but that problem could easily have been handled by writing the dialog in the conditional. “Class, who can tell me what it means if the groundhog doesn’t see his shadow today?”

Phil is facing East, the rising sun is blinding him. Since he’s facing the wrong direction, Phil’s shadow is behind him.

Scientifically it means and proves nothing, teacher. You should know that, being a teacher. Hattie indeed does have the correct answer.

That’ll teach the Teacher not to call on Hatie for the answers. You’d think she would have learned by now.

“And when it’s twelve o’clock,
we climb the stair
We never knock,
for nobody’s there
Just me and my shadow
Strolling down the avenue
All alone and feeling blue”

Hattie is well named since she is a perfect example of the saying regarding an ill wind, she’s the Hurricane that doesn’t blows any good.
