    It’s actually pretty easy to test the “effective IQ” of communities: Those with an average or better score are the ones who have already managed to reduce R-naught to less than 1… and are re-opening slowly enough to do effective and QUICK testing, with contact tracing… or who aren’t yet re-opening more than very tiny cracks for critical service such as food, fuel and health care. The ones with sub-average effective IQs are either still open in the face of rapidly growing infections or who are already rolling back what they opened too soon without adequate resources to do it safely.

    I’m sorry to say that, though I live in a state and community that I regard as generally intelligent, we’ve been brought low by inadequate testing and too-rapid re-opening; and are beginning to roll back some things (though not fast enough, imo). “Exponential growth” is a real problem for most people who just cannot “feel” the need to be careful until the numbers will be simply too big to manage after the next doubling.
